Web, aka Paul Clarke. Member of the Freedom League. As a materials chemist, he developed a web-like substance which was intended to be a binding material but was unstable and would break down after just a few minutes. He saw a use for it in crime fighting and created a suit of power armour designed to shoot strings of it to temporarily immobilise an opponent. Read about him in Eternal Flame.
